In Indonesia, which the president visited for the purpose, among others, of attesting to that country's progress as a democracy, religious minorities also bewail the unwillingness of a range of Indonesian officials, particularly at the state and local levels, to take action against those who perpetrate violence against them. Ahmadiyya Muslims, Christians, and other minorities feel a lack of protection and point to serious deficiencies in the rule of law.

In its most recent annual report, the U.S. Commission for International Religious Freedom stressed the extent to which Indonesian security and anti-terrorism personnel have actually exacerbated the violence.
