Please join the US Commission on International Religious Freedom (USCIRF) for a virtual hearing on the escalation of violence by nonstate actors in Nigeria and its potential to exacerbate deteriorating religious freedom conditions.
Insecurity is spreading in Nigeria, with violent attacks against civilians or security forces occurring daily. Among the complex web of armed actors and motivations, extremists in various parts of the country target individuals and communities based on their religious identity. Christian and Muslim communities fear for their lives, risking death, mutilation, and abduction when they worship in public and celebrate significant religious ceremonies.
Amidst this shocking scale of violence, government inaction is pervasive. Impunity for extremists who target religious communities and houses of worship is systemic across much of the country. In some localities, politicians prioritize elite bargains over the safety of religious communities. The federal government’s approach has failed to curb the violence and protect its citizens’ rights to freedom of religion or belief.
How can the U.S. government encourage and support Nigeria in addressing impunity for extremist violence? Witnesses will review violence inflicted on religious communities in Nigeria, explain where the federal government’s efforts to address these violations are falling short, and explore policy options for the U.S. government to help protect religious freedom for Nigerian communities.

Nonbelievers in Africa Factsheet – This factsheet assesses conditions for nonbelievers in Africa, which includes those who identify as atheist, agnostic, freethinker, humanist, secularist, and individuals who do not identify with any religion. Evidence shows that the percentage of nonbelievers in Africa has been growing, especially among youth. The report highlights the immense challenges which members of this community face in seeking to live by their nonbelief in religion or a deity. The factsheet also provides specific examples of discrimination against nonbelievers in several countries across the continent of Africa.

Factsheet on Shari’a and LGBTI Persons – In some countries around the world, criminal laws provide for the death penalty based on religious interpretations. This factsheet highlights countries with death penalty laws that target the LGBTI community. All of the 10 countries where consensual same-sex relationships are formally punishable by death justify denial of rights and personhood based on official interpretations of Shari’a. This factsheet provides an overview of the international human rights standards relevant to the official enforcement of religion-based laws imposing capital punishment on LGBTI persons. It also explains how laws that make same-sex relationships subject to the death penalty violate the human dignity and rights of LGBTI persons and embolden societal hostility, discrimination, and violence against them.

In some countries around the world, religion-based laws are used by governments to impose capital punishment against lesbian, gay, bisexual, transgender, and intersex (LGBTI) persons. All of the 10 countries where consensual same-sex relationships are punishable by death (Afghanistan, Iran, Mauritania, Nigeria, Pakistan, Qatar, Saudi Arabia, Somalia, United Arab Emirates, and Yemen) justify denial of rights and personhood based on official interpretations of Shari’a (Islamic law).
International standards are clear that governments should not desecrate the rights of LGBTI persons through the imposition of the death penalty under interpretations of Shari’a or any other religion-based laws. Laws that make same-sex relationships subject to the death penalty violate the human dignity and rights of LGBTI persons and embolden societal hostility, discrimination, and violence against them.
This week, USCIRF Vice Chair Anurima Bhargava joins us to discuss USCIRF’s recently-released factsheet on Shari'a and LGBTI Persons.

The International Religious Freedom Act of 1998 (IRFA) mandates USCIRF to make policy recommendations to the President, the Secretary of State, and Congress. In addition to making recommendations, USCIRF’s mandate was recently amended to include tracking the U.S. government’s implementation of our recommendations as well as to review the effectiveness of such implemented recommendations in advancing religious freedom internationally.
Joining us today is USCIRF Commissioner Fred Davie to share with us some of these key recommendations that have been implemented by the administration and Congress over the last year or so.
