China has perpetrated gross religious freedom violations against religious groups of recognized religions through its “sinicization of religion” policy. However, the government also persecutes many religious groups of unrecognized religions and spiritual movements, such as Falun Gong and Church of Almighty God, under the Article 300 of the Criminal Law. Article 300, which was adopted in 1997, punishes individuals who organize or participate in “any superstitious sect, secret society, or cult organization” (xie jiao). There are currently more than 20 groups the government recognizes as “cults” under Article 300. Increasingly, the government has also used this criminal statute to target religious groups belonging to recognized religions, particularly Protestant house churches.

Qu Hongbo

Qu Hongbo is detained for his religious belief and leadership role. 

In June 2025, authorities detained Qu Hongbo, pastor of Shenyang’s Sai’erte Youth Fellowship, a church affiliated with the unregistered Full Scope Church movement, along with four other church members. Authorities charged him with suspicion of “organizing or using a cult organization to undermine implementation of the law" and mistreated him to force a confession. Authorities confined him at Kangping PSB Detention Center.

Gao Quanfu

Gao Quanfu is detained for his religious activity and leadership role. 

In May 2025, authorities arrested Gao, pastor of Light of Zion Church, at his home in Xi'an and accused him of "using superstition to undermine law enforcement." For years leading up to his arrest, government authorities had repeatedly harassed Gao for not registering his house church under official Chinese Communist Party oversight. Authorities confined him in the Beilin District Detention Center and denied him due process in legal proceedings.
