In February 2024, authorities detained Negusse after learning he was a Jehovah's Witness. Negusse, a landlord, had attempted to register a rental contract with administrative authorities. When he was unable to produce a residential permit, which is routinely denied to Jehovah's Witnesses, authorities became aware of his religious identity and arrested him.
Previously, in 1996, authorities detained Negusse while he was preaching and imprisoned him for one month.
