In October 2017, public security officials in Ili (Yili) Kazakh Autonomous Prefecture, Xinjiang Uyghur Autonomous Region (XUAR), detained Hebibulla and sent him to a "political reeducation" center reportedly in relation to his religious beliefs. Hebibulla's arrest came amid mass detentions of largely Muslim ethnic minorities in XUAR.
Hebibulla's wife and son were also detained.
