In 2004, Ministry of State Security officials detained NP-0400, along with 18 other victims, for his involvement with an underground Christian church led by two families. Authorities confined him at North Pyongan Provincial MSS Detention Center, where detainees are subjected to beatings, overcrowding, unsanitary conditions, and starvation. Authorities transferred him to Chongjin Susong Political Prison Camp (No. 25).

In March 2024, authorities in Russian-occupied Crimea raided the homes of several Crimean Tatar Muslims, including Khalilayev, and arrested him. Authorities accused him of being a member of Hizb ut-Tahrir, a religious organization banned in Russia but not Ukraine.
In May 2026, authorities sentenced Khalilayev to 14 years, 6 months' imprisonment on charges of terrorism (Art. 205.5-2 RCC).
