On October 17, 2017, authorities arrested Shangareyev after accusing him of being a member of the banned Hizb ut-Tahrir organization. Prosecutors accused him of participating in Hizb ut-Tahrir meetings, studying the organization's literature, and seeking to attract new members to the organization.
On April 26, 2019, the Volga District Military Court sentenced Shangareyev to 13 years in prison for “participating in the activities of an organization…recognized as terrorist” (Art. 205.5-2 RCC).

On April 5, 2017, the Volga District Military Court sentenced Shakirov to 18 years in prison for "financing terrorist activities" (Art. 205.1-1 RCC) and "organizing the activities of an organization…recognized as terrorist" (Art. 205.5-1 RCC).
In November 2019, Shakirov reportedly went on hunger strike to protest prison conditions.
Shakirov is married with two children.

On September 6, 2016, authorities arrested Shafiyev after accusing him of leading a cell of the banned Hizb ut-Tahrir organization. Authorities reportedly searched his home and confiscated Hizb ut-Tahrir literature. Shafiyev and his colleagues reportedly came together to study religious literature and sought to attract new members, all of which are ordinary religious activities.
On December 11, 2017, the Volga District Military Court sentenced Shafiyev to 16 years in prison for "organizing the activities of an organization…recognized as terrorist" (Art. 205.5-1 RCC).
