In 2017, Talip was detained in Tomosteng town, Yarkand (Shache) County, Kashgar Prefecture, Xinjiang Uyghur Autonomous Region (XUAR), alongside dozens of others Uyghurs, reportedly in relation to their giving or listening to religious sermons unauthorized by authorities. Talip's detention came amid mass detentions of largely Muslim ethnic minorities in XUAR in 2017.

Talip's sister was also detained.
