On August 27, 2017, authorities in Yinchuan municipality, Ningxia Hui Autonomous Region detained Luan reportedly in relation to his Falun Gong activity. Authorities reportedly began monitoring Luan in February 2017 after he sent letters through the mail about Falun Gong.
On April 16, 2019, the Yinchuan Intermediate People's Court sentenced Luan to ten years in prison and fined him 100,000 yuan for "subversion of state power."
Luan had already served two prison sentences stretching seven years in connection to his Falun Gong activities.
