On April 19, 2017, authorities arrested Rakhmanov for allegedly being a member of the banned Hizb ut-Tahrir organization. Rakhmanov and his colleagues are said to have held meetings, discussed the organization's ideology, and sought to attract new supporters, all of which are ordinary religious activities.

On February 21, 2019, the Volga District Military Court sentenced Rakhmanov to 16 years in prison for “participating in the activities of an organization…recognized as terrorist” (Art. 205.5-2 RCC).

On October 18, 2019, Rakhmanov's charges were reclassified as "organizing the activities of an organization…recognized as terrorist" (Art. 205.5-1 RCC), and he was resentenced to 16 years and three months in prison.

Rakhmanov is married with two children.

In January 2016, Nurlygayanov was also charged with "preparing for actions aimed at the forcible seizure of power or the forcible retention of power” (Art. 30-1/Art. 278 RCC), and his previous charge was reclassified as "organizing the activities of an organization…recognized as terrorist" (Art. 205.5-1 RCC).

On July 30, 2018, the Volga District Military Court sentenced Nurlygayanov to 24 years in prison and one year and six months of restricted freedom for "organizing the activities of an organization…recognized as terrorist" (Art. 205.5-1 RCC) and "preparing for actions aimed at the forcible seizure of power or the forcible retention of power” (Art. 30-1/Art. 278 RCC). Nurlygayanov was also fined 700,000 rubles.
